Not really. In order for Mandatories to mean anything you have to put stock in the WBC's rankings.

Martinez could pay Rubio $1,000,000 step away money, and a Cotto would still be lucrative moneywise. I don't see how it's going to be a problem.
Also Martinez already made a public statement that he can't train start training until Feb 15th. Rubio is supposed to fight Spada for the interim belt.
If Rubio fought his way to contention then they have to give him his due.

Everyone seems to have forgotten this tiny important detail. I knew it would cause issues for Cotto-Martinez.
It also seems like Rubio is very very serious about this. It will probably take a LOT of "step aside" money to reason with him, if he's willing to reason at all.

The ONLY reason that Miguel wants to fight Sergio is for the belt.
