Considering Floyd is the American boy and Pac is the foreigner?

Now granted that may be part of the genius of his strategy of accepting the role of villain, because it can double your money. Only if you're elite though...which he is.
Pac PPV buyers are mostly fans of his. He may have a large contingent of haters on this site and in hardcore boxing circles but the number of people who will buy a Manny PPV just because they want to see him lose are miniscule compared to the hoards of casual boxing fans who will buy Floyd's just so they can root against him.
You don't pay $70 twice a year to watch someone you dislike.
The haters play more of a promoter role, except they do it for free. They are constantly talking about him (just look at the number of Floyd threads on here VS the ones made by fans). I'm sure haters outnumber fans 2:1 in terms of threads created.
Whoever Floyd fights, in addition to beating them, he also takes their fanbase afterwards (Hatton, Oscar, Cotto, etc.). The same thing will happen to Manny when they fight. Pact*rds will hop on the bandwagon.

Many more neutrals seemed to celebrate Marquez finally getting his vengeance than were sad Pacquiao lost. You're severely underestimating how much overlap there is among PPV purchasers. People buy boxing PPVs because they want to be entertained or see something shocking, they don't just give HBO/Showtime $50-70 because they think a boxer is real nice guy.

Yes, you do have to take into account that Pacquiao is a foreigner who grew up poor while Mayweather (although not rich) is a U.S. citizen had a world champion father of the same name to motivate him. Floyd had advantages that Manny didn't have just being born in the United States. It says a lot about Manny that he has been able to achieve what he's achieved.
But... given the hype that both of these guys get, I think Manny should still be pulling more than what he has been pulling.
