Bullsh.t! It is not happening. Considering Pacquaio didn't get paid $18 million for fighting Rios, this is definitely not true. He has only $25,000 in the bank and cannot pay his staff. If anything, this is just another publicity stunt to distract from his tax problems. Whatever he gets from the Rios fight will go to pay his past due tax bill.

This is ridiculous. They said between 2008-2009 Pacquaio owed $50 million in taxes. They didn't even realize they ordered Pac to pay a tax more than what he earned in that year? This is just like you earned $1000 a month and the government wants you to pay them $1500 tax.
BIR and IRS has a treaty preventing their citizens to pay double taxation. Pac said all the money he earned from USA all the taxes were already paid to IRS meaning he doesn't need to pay even a single cent to BIR.
Take note, if Pac didn't pay all the taxes in US he needs to pay to the IRS, Pacquiao should already been arrested for tax evading when he came to the US so many times.

Hall of Fame promoter Bob Arum issued the following statement regarding reports that Philippine authorities have questioned Manny Pacquiao’s payment of taxes:
“Filipino authorities confirmed that Manny is not required to pay double tax. If Manny paid U.S. taxes for fights and endorsements that occurred on U.S. soil, he is not required to pay double taxes in the Philippines.
“For each of Manny’s fights that occurred in the United States, including those in 2008 and 2009, Top Rank withheld 30% of Manny’s purses and paid those monies directly to the Internal Revenue Service (IRS) via Electronic Funds Transfer (EFT). Top Rank has deposit confirmations for each payment. Top Rank has done the same for all U.S. endorsements it has facilitated on Manny’s behalf.
“Top Rank submitted copies of the EFT deposit acknowledgements to the Bureau of Internal Revenue (BIR) as proof of payment. The BIR received the documents but directed Manny to obtain “certified” documents directly from the IRS itself.
“As I am sure people appreciate, obtaining certified copies of documents from the IRS takes time. Manny made the formal request to the IRS and we have every expectation that the necessary documents will be furnished to the BIR very soon.”
