Who would you say has the overall better resume in terms of better wins. And who would you put over the other on an ATG list if they retire without fighting each other?
Pacquiao has the single greatest individual win in Barrera, but outside of that it's very close. I don't regard either as being much better or greater than the other from a historical standpoint.
that's interesting and bait-y that the OP says WINS only counts because it excludes the obvious differentiation in their resumes: the fact that floyd is undefeated and Pac has been KTFO 3 times and lost 5 total. But either way in terms of purely better wins I'd probably have to say Floyd has the better wins at the higher weights and Pac has better wins at the lowest weights (Morales, Barrera, JMM, etc)

people believe what they want to believe. but this question is so automatic to people who follows the sports. some Pacquiao hater included.
1. Chatchai Sasakul was a legendary fighter. this win is better than the Genaro Hernandez win as Sasakul was the recognized best fighter of the division.
2. Lehlohono Ledwabba was also the man of the division. He was supposed to steamroll Pacquiao. he was rated that high that people are thinking of inserting him at their p4p list.
3. Marco Antonio Barrera was on big big run before Pacquiao halted him. what did he do after? rack up another run en route to another belt @130. was rated as high as #2 before Pacquio.
4. Juan Manuel Marquez - despite being a stylistic nemesis. Pac was able to beat him twice in 4 tries officially.
Its not Floyds fault but theres no one in his resume that can match the Barrera win.

Margarita off a KO and year suspension? Shane? I also have JMM outboxing Manny in their first 3 fights. I like Manny but his resume is not better than Floyd's.
Mayweather fought a 140lb fighter in Hatton and brought him to WW.
Mayweather fought an older war torn version of Cotto.
Mayweather fought a bloated LW in Marquez.
Mayweather fought a weight drained Canelo.
Also FYI - DLH choose PAC and set the terms - he was still boxings cash cow at that point AND was heavily favoured to beat PAC. It was Pacs first fight at WW.

Floyd fans say Pac hasn't beat anyone Floyd wouldn't beat? But the reality is Floyd hasn't beat anyone Pac wouldn't beat, but Pac fights p4p fighters more regularly. When Pac fought and beat JMM, Pac says next victim, and then the fight with Bradley is signed, after being robbed by Bradley, pac says next. Then he signs to fight JMM within 6 months. One p4p fighter after another is what you get with Pac.
Not only does Pac beat everyone Floyd beats he ko's them out. Floyd don't. Floyd fans were going on about JMM koing Pac so that means more than Pacs decision wins over JMM somehow they make you believe.
So Pacs ko wins far outweigh anything Floyd has done.

But Pacquiao fought those same guys as Floyd did, and beat them more impressively than Mayweather did with exception of Marquez. But we all know how unprofessional Floyd was with the Marquez fight. And your forgetting Pacquiao kicked Margarito's ass when Floyd was too scared to fight him.

i dont think people understand how tough it is to have half your fights be title fights and fight world class guys 15 years straight. Manny won, lost his title moved up ten pounds after struggling to get to those lower weights while Mayweather won a title in his 18th pro fight and kept fighting at a high level throughout....look at the guys manny was fighting in his 18th pro fight or around that time. Mayweather in 14 less fights has beaten more world ranked fighters, titlists, and champions

Manny still fought the better overall opposition though. Mayweather didn't want to even fight Margarito while Pacquiao did. Pacquiao would have destroyed Hatton & Cotto regardless of when the fight was. And De La Hoya was done since he got destroyed by Hopkins or a little before that. He was barely fighting anymore at the time of when he fought both Mayweather & Pacquiao. Like I said, their wins over him just look good on resume & are okay, but not great. And Mosley was already way past his prime when he fought Mayweather & Pacquiao. Mayweathers' win over him was better than Pacquiaos' win, but it's still nothing impressive at that point in time.

If we're going to be honest we have to be all the way honest, right? Floyd wasn't in his prime either when he fought Cotto, don't leave that out. Cotto wasn't prime when he fought Manny as he was at a weight disadvantage, broken by tony and arguably just lost to Clottey, don't leave that out. Pacquiao finally beat Morales when he was coming off a loss and no longer prime, don't leave that out. Pacquiao beat a still good but past it Barrerra, don't leave that out. Manny never clearly defeated Juan, do not leave that out. I don't believe in half truths, they have no place in this sport.
Well if you say that about the weight disadvantage win for Pacquiao, than the Canelo win for Floyd don't mean nothing to you I suppose? Regardless of the 2 pounds, Cotto would have got his ass whooped by Pacquiao & Canelo would have got his ass whooped by Floyd too. Also, it seems most people think the Clottey fight was very close, but it doesn't mean Cotto lost does it? And if you say he was broken by Margarito, than that must mean by the time Mayweather fought Cotto he must have been a complete bum to you?
And I'd say Morales was at the end of his prime when Pacquiao beat him in the second fight. But in the third fight I could agree he was possibly past it. But nowhere as much past it as Mosley or De La Hoya were when Mayweather & Pacquiao fought them.
And how was Barrera past his prime when Pacquiao beat him in the first fight? He was on an incredible 8 fight win streak against very good opponents especially with a win over Morales a year before. There's no way you can say he was past his prime in the first fight. In the second fight, yeah you can say that possibly, but that was still a good win.
And of course the Marquez fights were controversial, but he agreed to give Marquez 2 damn rematches after Pacquiaos' win in the second fight which shows you how much heart Pacquiao has. Yet, Floyd was too scared to want to even give a past his prime De La Hoya one rematch after the SD victory. Also, there's absolutely no way you can say the Marquez that Floyd beat was anywhere as good as the times Pacquiao fought him. Floyd would have still won, but Floyd was extremely unprofessional with the whole weight ordeal.
