Pacquiao is arguably the best of group A, but he'd be an underdog against pretty much everyone in group B because of size/power disadvantages.

I vote for Durán, Hagler, Hearns, and Leonard (Benítez being a possible 5th). I would also nominate Trinidad, DLH, Mosley, and Hopkins (with Quartey or Vargas as the honorary member).
