I've been thinking a lot about this fight. Since it seems Khan has no intention of fighting Devon Alexander, Garcia makes a lot of sense as an alternative opponent.
First off, it makes business sense. If you're Golden Boy, then Alexander-Khan is a pretty risky fight for you, Khan would have a good chance of losing and leaving GBP bereft of a marketable dance partner for Floyd in May. Garcia-Khan is a less risky fight in that respect; no matter who wins they'll have a marketable winner. If they're quick they could have this fight made in December or January, more than enough time in advance for a Mayweather fight.
It makes sense for Danny Garcia who intends to move up to 147 lb. Like Adrien Broner, he would want to fight someone relatively new to the division who doesn't have a huge shot at beating him. He's already taken out Amir Khan, and Khan's only fought once at 147 himself (and it was a rocky outing).
It makes sense for Amir Khan as well. His loss to Danny Garcia was the most damaging of his pro career (the fight with Peterson was close and somewhat controversial, the Prescott loss was ages ago), and a win over him would do a lot to put Khan back in the public spotlight.
The styles matchup is as good as it was the first time. Amir Khan is still one of the fastest punchers in the sport, with sharp offensive technique. Garcia has matured as a boxer, bringing movement and timing to the table along with his considerable power. Khan's chin is a disadvantage for him, but his true weakness is in getting caught up in exchanging. Garcia was able to lure him into a fight last time and closed the show out early. With Virgil Hunter in Khan's corner, though, maybe we'll see some new looks from Amir.
I don't think there would be any complaints at all about the winner of this one facing Money in May. I would personally lean on Garcia here to repeat his first showing, perhaps in a later round. Danny gets better and better every fight, his timing and movement keep improving and I wouldn't expect any different here.
He has the UK fanbase. Something Floyd wants...
Its a myth Khan has many fans in the UK, he does not sell tickets or PPVs only time he sells well anymore is in Bolton his hometown. The other popular fighters here sell out arenas in hours Khan doesnt sell out at all. When you throw in his complete failure to sell more than a 30% of his tickets for fights in the US and they were giving them away in the end it tells you people are not that interested in watching him. If he fights Floyd it will sell but that will be all down to Mayweather and nothing to do with Khan, people would come out to watch Floyd fight a goat.
Khan has done nothing to earn a rematch with Garcia...nothing
Danny had virtually done nothing but beat shot Holt, shot Campbell and shot Morales.
Khan gave him a shot, why not return in and get a better payday?
The sad thing is, Khan was outboxing Danny in the first fight. Danny's face was getting cut up, and he was just swinging away with the left hook. Khan should have seen it coming. That's the difference though, Khan isn't smart enough to adapt. He's regressed since the KO, and now, IMO, is even more wide open to power shots.
I think Khan will fight Mayweather next May and they will not risk Khan having any other fights until then. I believe Garcia would KO Khan in a rematch within a few rounds.
Amir Khan's safest bet is to wait and try to win the Mayweather sweepstakes. Any loss to Alexander or Garcia is a huge set back, however not career ending. Lose to Garcia or Alexander now and he can kiss the sweepstakes goodbye.
A little patience and Mayweather might come his way and a loss to Floyd Joy is a small set back.
Garcia ends his career ... He's got a better shot with Devon and even then I see him wobbling around the ring like who hit it and ran.. Idk where he can really go from here.

Khan would beat Devon. The fight fell apart because Khan thinks He's a big shot and knows devon is boring as f*ck. The negotiations were hard. The reason they not fighting is not because GB is afraid of Khan losing. If they was, why the hell would they make a fight with Garcia instead??? Khan loses that fight. Danny knocked him out the first time and Devon ain't knocking out anyone anytime soon. So I would go with that fight before part 2 with Garcia.
