What "secrets" are you referring to? He's certainly not going to be able to contribute to the technical side of things, people are overvaluing the amount of info he has. He's not a trainer like Roach is.
Depends on his compensation. If he is also paid for consultancy, then he'll do it. If not, he'll stick to what he knows and offer up little tidbits now and then. He can share punch sequences, special habits, give info on Manny's mental makeup during training etc...all very strategic info, but at the end of the day...money talks

Shoot, you could type up an instructable on how to beat Pac, complete with illustrations, tips of the week, trade secrets and special moves. You could even let him study the cheat guide all the way up to the ring walk and then let him have highlights written on the backs of his gloves to have during the fight and he'll still get beaten to a pulp in the ring.
Of course he is. He wants Rios to win very much so he can claim that him working with Rios and not Pacquiao was the main reason Rios won. He thinks his services as a coach are very important and he wants everyone else to think the same way.
Ariza is a glorified personal trainer, is he gonna leak how Manny does squats or how many miles he runs at a certain incline.
He is not a real boxing guy he has no insight on how Manny operates in the ring at least not much more beyond a person here who follows the fights closely.
A long time sparring partner would be a better source of info, and even then unless he was there when Manny was preparing for a reasonable facsimile of Rios he probably wouldn't have extra great info but it would still be something if he sparred Manny enough.
I would assume so. Ariza feels betrayed by Pac and even stated that he felt disrespected by the way he found out about being fired. With that said, even if Ariza is spilling secrets, I still don't think Rios would be able to do anything to stop it.
