Hatton was a world champion at 147 and undefeated when he fought Mayweather. Pacquiao has been protected by Arum better than Hatton was protected by Frank Warren during the majority of his career. There is a reason why Arum hasn't put Pacquaio in the ring with Mayweather and it is the same reason why Warren wouldn't allow Hatton to fight Mayweather at 140, Arum wouldn't allow Cotto to fight Mayweather at 140 and Arum kept Julio Caesar Chavez Jr. from Sergio Martinez for two years.

He started off with a bang after the destruction of Cotto and Oscar, but after that there's nothing spectacular at all. Clottey turned into a turtle and hid under his shell. Bradley came up in weight, fought Casamayor then did ok against Manny. But he's as devastating as Paulie is in the power department.
Then JMM... a cherry pick gone horribly wrong. If their third fight wasn't bad enough, he then goes on to become a human diving board.
I won't even get into the joke that was Mosley.
Now we have Rios.. a guy who's not only lost his last fight but was losing to Alvarado in their first fight, got humiliated by Abril prior and is now going up in weight to face Manny in a division he's never figrht in.
It's just looking worse and worse if you take a little time to look at it. It should've been so much better
its cause Manny Pacquiao did the unthinkable, beat Cotto and everyone else... Dont hate on Floyd anymore, I gave him credit for beating Canelo and you shoud too.
In my eyes all Manny's fights at welterweight were calculated risks, taken when his opponents showed vulnerability and did not do well in their previous fight or two...Clottey was coming off a loss, DLH lost to Mayweather at 154 and looked ordinary against pint sized forbes, Cotto took a career changing beating from Margarito, he was not pyschologically the same and even his style changed after that point, Bradley was a good opponent but he didnt really pose a threat even though they robbed manny....mOSLEY hadnt won a fight in years and looked his age prior to fighting Manny. Mayweather and time took what was left of MOSLEY as a top notch fighter.
Mayweather's run at welterweight is better...its simple he at least won the lineal championship twice, not just trinkets. neither are groundbreaking runs but you gotta be biased not to acknowledge beating Judah, Guerrero, Ortiz, a fresher Mosley, JMM, etc. tops what Manny did there
People forget Floyd started almost 20 pounds lower
Randall Bailey had a title at welterweight, would that name add anything to either one's resume? No. The ranking sanctions are there for one reason, to make money. I personally rank Manny Pacquiao higher than Floyd Mayweather due to Pacquiao's ability to finish his opponent. As most have stated, neither has an outstanding welterweight run. If Mayweather and Pacquiao had already fought, there would never need to be any hypothetical questions regarding these two.
umm rankings and titles are bs dude, never ever refer to them, promoters own them, guys like ortiz and guerrero are b class guys at best, only got to a decent ranking because of golden boy

Who is clottey? I still dont know who he was. Manny never would have fought Ortiz. He was too primed. At the time Floyd fought him he was coming off a great win. Marg was a bum when Pac fought him. Cotto is Pac's only good opponent at ww. Pac ducked Shane remember? Then cherrypicked him. Pac wasnt going to fight Marg when he was closer to prime, but fought him after Shane washed him. They ducked JMM, and waited for him to get old, then cherrypicked him when he was inactive. Pac's ww resume is TERRIBLE. Pac wouldnt even fight Ghost if the chance presented itself. Ghost isnt a bum by any means. He's a tactical boxer and great counterpuncher, but he started brawling at ww so he could deal with opponents who had faster hands. And his punches are so close together that its hard to counter in between them. People thought Floyd would counterpunch off the ropes, and fight on the inside. I thought Floyd would have a tough time with Ghost, because of his size advantage, combined with his volume punching swarm style, its NO WAY would Floyd be able to counterpunch that way. NO ONE expected Floyd to use foot movement to take all that away from him. Floyd clinched on the inside to take away Ghost's inside fighting. And instead of going to the ropes, he ran the whole fight nonstop. Sort of like a classical boxer that uses lateral movement and is forced to move for 12 rounds. That fight showed me allot about Floyd. How he was able to neutralize some of those awkward things about Ghost, that would give him problems. I like Pac's fight with Bradley, but I wish he had more fights at ww before the fight. I feel the same about Floyd vs Khan.

for starters, both are all time greats.
neither had all time great runs at WW. their runs at WW add to their resume, but they've got other stuff going on.
the rub for manny is that he's not a welterweight. the guy won titles at 112 lbs FFS. he was a part of one the best four man rivalry at or around FW. he was a little guy beating good welterweight fighters by the end of his career.
the rub with mayweather is that he's gone without a loss, and has been at the top of the sport since 1998. he's one of the best 130 lbers you are ever going to see, simply going on the eye test. he wasn't as prolific at 135, but he has two wins over jose luis castillo, one of the better 135 lbers of his day. at WW he fought most of the better fighters of his day (barring williams and margarito,) but many of them were fought at times when they were not at their best.
i'd pick the three best h2h welterweights of all time; robinson, leonard, and hearns, to stop mayweather and pacqauio. perhaps floyd goes the distance with ray leonard.
neither man has come close to fighting a big, all time great welterweight with punching power. you can't fault them for that, though. ATG's meetings in their primes, and at their best weights are pretty rare.
