Is it me or does Paulie do this weird head shake when he's not talking on Showtime?

He does that buck nasty head shake feom the time haters sketch on the old Chappell show. That was charlie murphys character.

Everytime the camera pans out and someone else is talking Paulie does this weird duck face thing with his lips and his head bobbles. Once he starts talking then the shaking stops and he's fine. Is it a nervous tick or brain damage lol? he looks like hes on coke or molly lol his eyes get all big and he just stares at the camera or off into space
