Fighters with old injuries allowed anesthetics?

It's only a local pain killer for hands that have been broken repeatedly or people with other hand problems. How the fuck is that a PED?? Because if a bum right hand only allowed you to throw 5 punches a round is then numbed (allowing you to throw 60 punches a round), your performance has been enhanced by a substance.
