Arum needs to be shown that overall boxing fans are not interested in all these dodgy deals to make Manny look good with a bum , in the very least he should be fighting Alvarez or a wining WW , Rios is served on a plate and boxing knows it .
Arum has talked abut this specifically. He said that PPVs done outside the US usually do about half of what they normally do. The revenue is made up by the lower taxes and the high site fee Macau will pay to host the fight. In another examples like Ali-Foreman, goverment subsidies made up for it.

in the us for a fight to be a major ppv success, they need around 0.25 percent of people to buy it
in china, they only need to aim for around 0.10 percent and they will be rolling in the money
don't get me wrong, they may be a total flop, but its a risk worth taking, if top rank can get 0.10 percent of the population of china to buy this fight, they hit a gold mine. less than 1 percent folks
I read Arum saying a while ago the China PPV won't happen next, it'll take time to get all the TV distributors onboard. That's more of a long term project. They should get great gate and site fee, and hopefully get some Chinese hooked on boxing. Pac Rios is a really good choice when trying to open up a new market
well he's fighting in china now...they hope boxing doesn't become big in china and only remains big in the US..yahoo and other US media outlets are hoping and praying pac vs rios tanks ...if it in fact does HUGE numbers then more people might want to showcase high profile fights in china because of all the money it will do...
The fight between Filipino boxer Manny Pacquiao and American Brandon Rios will be held in Macau this coming November. Such a battle is bound to draw the attention of many foreign journalists, but are Americans willing to travel so far to cover the fight?
According to boxing promoter Bob Arum, a special media rate of USD1,500 will be offered to journalists travelling to Macau. This rate includes a round-trip airfare and a hotel room during the fight week.
The feedback “was overwhelming,” he stated. “We’re going to have to weed out some (applications) because we can’t take everybody. We’re not going to have enough seats, so I think when we get to around 80, we’re going to cut it off,” he told news website Doghouse Boxing.
HBO Pay-Per-View is broadcasting the combat. Mark Taffet, the channel’s Senior VP of Sports Operations and Pay-Per-View,stated: “We haven’t had a pay-per-view mega-fight overseas in our history. This is the first time.”
As the fight is scheduled to take place in the morning, USA audiences will be able to view it on primetime. “We’ll be on at the same time that our fans in the US are used to watching the big pay-per-view fights, and what we will be doing is bringing China into the living rooms across America through a lot of publicity, video promotion and satellite interviews,” promised Mark Taffet.
Bob Arum’s concerns regarding the event’s press coverage seem to have died away: “This is what I hoped would happen and in dealing with Venetian, I have a really good partner (...).”
He is convinced that the fight could attract more than 750,000 pay-
per-view purchases, and the fact that is set in Asia prompts more “curiosity…that could end up doing more than if the fight was in the United States.”

The PPV numbers in America won't be affected, this fight will still do over 1 million buys
I remember after the Marquez 4 fight, I've never seen social media and even casual fans so vocal. This is a classic hero who faces adversity and then rises again hollywood type sh*t
But the crazy thing is that the majority of the money will come from China. The Macau gate will probably be more than Oscar-Floyd and Canelo-Floyd combined. That Chinese money is serious and gambling is in their blood
