I think after that first negotiation Floyd became leary and skeptical because Manny made such a big deal about the blood testing then after that it was all bullshidt. But I have no doubt at all that Floyd wanted that fight back in 2009 and Manny and Arum did not for whtever reaason.
I don't think either Floyd nor Manny are "afraid" to get in the ring with each other. I think Floyd, Golden Boy, Arum, are the biggest obstacles. Floyd because he wanted the blood and because he feels he deserves more money (which he does), and Golden Boy because they will not back down to Bob, and Bob because he's afraid of Mayweather doing to his boy what Marquez did, plus he doesn't want to do business with Golden Boy and Mayweather.
But in the end, imo, that fight didn't get made mainly because Bob fears Floyd fvcking up his boy and ruining his Golden Goose.

No one is trying to twist anything here. Just recalling the facts as I remember them. Mayweather wanted DLH, for a long, long time. I remember him calling that fight as far back as his post fight interview against Philip Ndou. He knew that was the holy grail to the kind of money he wanted to earn. Maybe he took a lower guarantee, but he knew he'd be making better money as his own boss (like DLH). If he was going to sign with anyone and have a promoter making money from his efforts, he wanted a higher guarantee. Considering the figures the fight did, the money WAS there and Arum missed a trick.
The Marg and Cotto fights were definitely bigger than Judah and Baldomir, no doubt and Mayweather should've taken them. If Arum had better foresight, the scenery of boxing might be very different. Too bad.

From what I remember at the time, the asking was 10 mil to fight Marg, and 10 mil for Cotto and whatever could be agreed for DLH. Though I don't tend to concern myself with the money side of boxing, I thought Mayweather earned closer to 20 mil against DLH with DLH making double that.
