Accord to Pac stan 'logic', Pac's demand that he be tested only for the first 5 weeks of an 8 week training camp is justified, 5 weeks is enough. But when Floyd Mayweather is tested for the entire 8 weeks, Pac stans say that's not long enough, Mayweather should be tested year round.

It's still better than the rubbish that the commission serves at the moment. The exciting thing is testing (Advance) is talked about more often now and it look like most boxers are dirty unless they proof otherwise, so I years to come we would have the same type of testing where you have a biological passport similar to the one tennis has just adopt.
You're right, but institutionalizing testing is important. If it's in place it can be improved over time you force cheaters to keep changing up, which is how they end up making mistakes. In most cases, some testing is better than no testing.
The only exception is when testing becomes as outdated as the commission testing is, and organisations and athletes get the legitimacy of being tested with almost no chance of anyone ever failing a test.
