The sanctioning bodies do it. The WBC, WBA, WBO, etc.
Why don't they do it more often? Who knows. Boxing is corrupt, maybe those promoters are paying them off and preventing them from doing it? Idk...

Because the fight has to be ordered by one of the alphabet organizations. Lara/Vanes is a fight ordered by the WBC, actually flexing their authority in a positive manner for once.
Rios is WBO/IBF, Garcia is WBC/WBA, Matthysse is WBC.
Donaire is WBO, Mares is WBC.
TR and GBP didn't do business together the first fight nor will they for this one.
The first fight was a 100% Top Rank Event and the second fight will be a 100% GBP event. Whoever wins the purse bid gets exclusive authority to promote the fight. No working together takes place.

When 2 promoters can't come to an agreement on a fight the fight is ordered to a purse bid. A purse bid is where promoters bid to see who earns to the right to promote the fight. Think of it as an auction.
I also wanna say more promoters than the 2 originally involved can bid but Im not 100% sure about that one.
