Marques isn't a legitimate welterweight. Neither is Manny Pacquiao but Manny Pacquiao has shown he can hang in the division with the best of them. Therefore Pacquiao belongs in the division. The reason Pacquiao and Marquez have had the great fights they've had is because they are a lot closer to each others size and Marquez has a bad style for him. When it comes to who is bigger it goes: Mayweather and then Pacquiao and then Marquez. Pacquiao is right in the middle of the two so he can compete up and down, not having a problem.
