Im looking and i dont see him on there but ok like i said its fictional so they are all different. The Ring's P4P list, he's on there. Have another look. He didn't have the P4P list until he was knocked out by Pacquaio. He was on the P4P list every year from 2005 all the way to being knocked out by Pacquaio.

Cotto: Mayweather Mosley Margacheato Clottey(not sure where he was ranked at the time) Pacquiao Clottey has never been on the P4P list in his life. I'm not sure why people keep using him as an example.
