VADA vs USADA? Another roadblock?

In the aftermath of the most recent PED article thats been out for a little over a week is it possible that now the choice of anti-doping agency is going to set a new roadblock for any possible fight between Pacquiao and Mayweather? Even if what was posted in the article was a lot of rumors, there is one thing that rings true, and that is that VADA and USADA run their agencies in different ways. The longer this thing drags out, the more time there is to find new reasons to not make the fight. Don't know if this has been pointed out already but just wanted to see what you all think.
