It probably would have been stopped if Wlad didn't decide to hold after every combo. Wach was still protecting himself and able to continue so the ref made the right choice. Wlad tired himself out and if Wach was a bit of a better fight we could have had a exciting end. If referee's jumped into stop every fight where the fighter is in trouble we wouldn't have had the great fights like Corrales v Castillo or Ward v Gatti.
Was Wach able to continue? (obviously yes) Then no it shouldn't have been stopped.

Klitschko threw an illegal backhand and he illegally held his arm in Wach's face. Two illegal moves in one round, that's not good going.
But other than that he looked far superior to Wach as we knew he would. Wach had a good few seconds at the end of that round.
