Yes Argentina is starting to have a lot of young talent come into Boxing does not mean Puerto Rico is not. Puerto Rico has a richer tradition of Boxing more so than any other country. Eastern Europe such countries as Russia, Ukraine, and Kazakhstan have a lot of good fighters coming up and same with the Philippines, Cuba, Dominican Republic, and Colombia. Boxing has become tremendously international over the years and the champs are not just from America but from every corner of the earth now its just the way the sport has spread and evolved.
I wouldn't say they are "TAKING OVER" or "REPLACING" Rican Fighters...but your starting to see Argentinian as well as Cuban fighters and even Kazakhstan Fighters with GGG, making the rest of the world aware that they too have some good fighter
Argentina has another one in Diego Chaves who is about to shake up the Welterweight Division similar to the way Lucas Mattysse shook up the 140 Division...IF he gets his fight with Paulie Malignaggi next year for that WBA Title

and no, puerto rico is just in a rough time with lesser champs atm than people expect them to have. guys like del valle and dulorme got potential to be huge names, and then there's others like gonzalez and velez who are undefeated and have yet to prove what or how good they are. gonzalez needs more discipline judging from his last fight though.

The problem is, Cubans don't get much love and they're usually older than their counter-parts. Promoters don't seem to know how to market them either. They're usually the best fighters from a skill-set/technical perspective, but then they're called "boring".
