If Cotto did turn down this much money to fight Pacquaio, I would guess it was because of one or more of these reasons: 1) Cotto would have to fight him at a catchweight; 2) Arum was offering him no percentage on the PPV buys and/or 3) Cotto would have to give Arum options on his next three fights to get the fight with Pacquaio.
Considering that Cotto had to sign a new contract with Arum and fight Pac at a catchweight to get the first fight, these reasons are very likely.
Cotto promotions might be running the majority of the show so Cotto is going t make more than his purse for the Trout fight.
More than likely those 7.5 million was tied up another contract with Arum and less revenue.
If the incentive was their to make more money I'm sure that the Cotto camp would had taken it cause they are in the business of making the most money they can

I personally prefer the Trout fight, Instead of fighting Pacman at a disadvantage again though. Why should Cotto sacrifice himself to give Pacman's star a much needed boost?? Trout has more to offer to boxing than both at this stage of all 3's career.
