Back in 2009 Pac signed the contract once everything was agreed, the contract went to Mayweather and then Floyd decided to bring up the blood tests.
How could Pacquiao not want it if he signed up for the fight and just waiting on Floyd's sig to make the fight a reality knowing everything that was talked about was agreed.

According to Dan Rafael of ESPN, Manny Pacquiao officially signed a contract to face Floyd Mayweather. Just one day prior, it was reported that although both sides had agreed to initial terms, there were still some "minor details" that needed to be ironed out. According to Rafael, however, those details were apparently resolved and the Filipino icon allegedly put pen to paper to face Mayweather on March 13 in a welterweight (147-pound) bout using 8 oz. gloves for an agreed upon 50-50 split of the purse.

Pacquiao denies ever signing a contract to face Mayweather.
Oops! At least that's probaby what Dan Rafael of ESPN was thinking after just reporting that Pacquiao had indeed signed a contract to face Mayweather. "We haven't signed anything, although we think that that is a formality. But that won't happen until the end of negotiations," Pacquiao's advisor Michael Koncz would explain to Lem Satterfield of AOL Fanhouse. Pacquiao himself would confirm that statement. When asked directly if he had signed any contracts, Pacquiao replied, "No, because there are still some things that need to be negotiated. That would be premature and foolish. Nobody ever brought us a contract to sign. We agreed to everything in principle, but there are still some finer points that need to be negotiated." Those "fine points" would later be revealed.

We could go on and on about this for days (years even) and we wont get anywhere on whos fault it is. Arum and his stadiums, Pac and his blood tests/demands, Floyd and his demands, etc. at one point or another they were both at fault. You say Pac signed the fight, I could respond with Floyd initiated negotiations, pac agreed, Floyd asked for testing, pac refused, then agreed, then floyd took "time off", then I could say we all knew he was taking time off aince he said he would and thats the only reason they pushed a Floyd fight that year, then it goes on and on. As it stands now, IMO, Arum and Pac stand at fault this last time. Iirc, it was never said 0 ppv, it was si theyd talk about it after Pac agreed to 40 mil. Its easier to blame on the stadium though.

In 2010 it was deemed a 50/50 fight something like 5/6 for the both of them.
Pacquiao was favourite to get the KO and Floyd was favourite to get the decision.

That's pretty much what I believe right now, which is what Floyd believes I would assume. I think Floyd would use his bike as soon as he tastes Pacquiao's power.
