If that was actually the reason, they could simply not list which titles were on the line. I can't believe Boxrec would sink this low. Haye and Chisora were licensed, whom they did or did not 'go around' for them is none of their concern. Id the fight was indeed unlicensed, as they took the liberty of claiming, then it would not have been legally permitted in the UK. Appalled.

From the most popular to the obscurest of fights, Boxrec has the fight date scheduled and the fighters' pages linked to each other's pages (sometimes even when the fight is just in discussion (ex. Mayweather-Pacquiao various times)).
