Manny Pacquaio isn't "anyone." His run from Ledwaba to Cotto was legendary....Once again Clottey was dropped by a Cotto jab, Margarito was brutally stopped by Mosley, and het gets props for dropping Mosley but Manny didn't have it in him to track Mosley and stop him.
He hasn't KO'd anyone at WW. He's human, everyone has their limits.

If you just look at the stats like that, then sure, it looks like he's lost his KO power or something. But look deeper and you'll realize there are reasons that these fights didn't end in knock outs.
Clottey, Mosley, Marquez, and Bradley have never been knocked out. The first two spent their entire fights on the defensive. Clottey turtled up from the start. Mosley ran and never put himself in harm's way once he realized he couldn't win. Marquez arguably won his fight with Pac. I think he won by a round, but w/e. He's also a tough SOB who is going to be in the HoF when he retires. Bradley has a tough chin apparently, and I felt like Pac was carrying him. My guess at the time was that they didn't want Bradley's career to fall into the abyss, so they wouldn't have Pac destroy him. I didn't even think that they might go even further and have Bradley win.
Margarito has only been knocked out twice, and in both fights it was against guys who I would consider to be much harder punchers than Pac. Pac's best weapon was never his punching power. It was his work rate. He would smother his opponent with punches. Eventually he'd knock them out after landing so many left hands.
You're entitled to your opinion though. Maybe you're right. Maybe he was on PEDs before and now he isn't, and maybe that's why he couldn't knock out the above fighters. I don't think that's the case though.
