Why is Manny Pacquiao so ignorant?

He's admitted that he used to steal cigarettes from poor defenseless innocent Philippine citizens. If they wouldn't comply he would bully them and beat them up. He's cheated on his wife Jinky, even though he has kids with her. He cheated on her with many different women. He dropped out of school in the 3rd grade and wants to be a congressman. He refuses to take any tests in relations to PEDs. He constantly makes preemptive excuses before and after his fights.
