Honestly I can't understand it, The only logical explanation for this fight in my opinion is keep Cotto at Top Rank.
Bob Arum is once again using Pacquiao as a puppet and telling him what to do, If Manny is scared of fighting Floyd why not give Marquez a rematch? Or give Bradley the fight he was promised?
Pacquiao destroyed a weight drained Cotto last time round,
Whats the purpose of this fight now? Cotto has done nothing since to deserve this fight.
He beat Margarito? So what? Margarito was never that good anyway.
Unless this fight takes place 154, than it's pointless...
This fight is completely unwarranted, it's just blatantly obvious that it's re-up with a dollar guarantee for Pac if negotiations with Floyd go south...

What's the purpose? Why its quite simple my friend. Manny has looked less than spectacular his last two fights and has now lost some of the luster he once had. Back in 2009 a lot of people had no coment when asking who would win against Manny and May. Now, everyone is saying Mayweather. Right now the fight isn't as big as it was two years ago and Bob knows this. In order to instill a little faith back into the public that Manny could possible pull off the win, they need to throw him in there with someone they know he will look good against. I'm pretty sure Manny will look spectacular again and the May vs Pac will be made for late this year. lol Just my opinion.

As much as I hate this fight, if you were to look for any MINOR positive side to this, it would be that Cotto was doing decent up until that catastrophic knockdown in the fourth.
Let me also point out that on top of that (this is a FACT)...TWO of the three judges scored the 3rd round 9-9 even WITH Pacquiao scoring the flash knockdown.
TWO of the three judges also scored the 10th round 10-9 for Cotto. Keep in mind that this was VERY late in the fight. Hell, the beating was becoming so brutal that it could've been stopped during the ninth and few would've complained (this was when Cotto's wife left the arena).
If Cotto were to stick to boxing, he'd do better against Pacquiao. His downfall was the same as Ricky's and Margarito's (and probably David Díaz as well): he thought he could muscle Pacquiao around when the going got tough and paid the price during the exchanges. You cannot do that against Pacquiao.
So again, if you were to look for a REASON as to why this fight would be made, it would be because some people still believe Cotto can beat Pacquiao by tweaking some things in his gameplan and not getting carried away with exchanging. Add to that, PuertO Rican fanboys (and I note, fanboys) will eat it up because it's a chance for Cotto to avenge his two losses back-to-back following Margarito.
The OTHER reason as to why this fight MIGHT get made is because of the same reason in 2009: Cotto's contract was expiring with Top Rank and, to reel him in for another 2 years, Arum promised him a big money match with Pacquiao and Cotto took the bait. I don't blame him. That's financial security and a crack against one of the best fighters in the world.
Having said all that, I'd much rather have Pacquiao/Mayweather face off NOW and then let Arum do whatever he wants with Pacquiao afterwards. Cotto would most likely lose the fight again and I do NOT think it's a very easy fight to sell. I mean, picture casual fans talking about the fight:
Casual Fan #1: "Oh, hey! They already announced Pacquiao's next fight!"
Casual Fan #2: "Really?! Who's the opponent?! Mayweather?!"
Casual Fan #1: "No. Some guy named Miguel Cotto."
Casual Fan #2: "Oh, I think I've heard of him. He beat that...that guy...the one that got caught trying to load his gloves."
Casual Fan #1: "Oh yeah...hey, but wait...it says it's a rematch."
Casual Fan #2: "Really? Well, look up the first fight. It must've been a close fight like those fights with Márquez."
*Guys look up Cotto-Pacquiao on youtube*
Casual Fan #1: "Well, that wasn't a fight. That was an ass-whoopin'."
EDIT: BY THE WAY, the fight's interesting at 154. Between 154-150, it's still winnable for Cotto but his chances are still low. Anything below 150 means Cotto is a DEAD MAN walking.
Casual Fan #2:  "Pretty much..."
Bad fight.. But its the fight that would generate the most money, as Cotto is the 3rd biggest draw(although he is a far 3rd) in the sport.. It's a money fight, and that's all there is to it...
The point? Easy money for Pac ... He already destroyed Cotto and now the rumors say that Pacquiao wants the fight at 147 ... So yeah, easy money for Pacquiao.
its the beginning of the end for the cash cows cotto can still garantee 400,000 buys. marquez would be the only other fighter to garantee high ppv sales but he damanded a fair share paycheck so arum wont allow that.
