Do you really believe what you are saying? He's contractually bounded to Arum and Arum calls the shots.. Thats what a promoter does right, he doesnt just promote, he makes the fights that make the most sense for his pocket book.. Thats why 99% of Mannys fight's are all against Arum promoted fighters.. Arum is not ready to Cash out on Manny and thats why he trying not to make the fight.. Not saying Manny is scared, but Arum sure is.. Bob Arum works for Pacquiao.
