It doesn't exist. Pac fans use it as an excuse to justify why the fight hasn't been made. You can't possibly blame Pacquiao. They can't understand he isn't in control of his career so they see a loud, arrogant, cocky, conceited boxer who talks down to their only known savior so they blame him. Fact is, Pacs corner has the most excuses in the world and people still blame Floyd.
