But i also thought that you cant high elevated levels of caffeine in your system. I know that in the NCAA drug test, elevated caffeine levels can cause you to a fail a drug test. So i thought it would be the same

They arent putting rocks in his gloves. If they dont catch the illegal wraps going in, they arent going to "feel" them because they feels the same because plaster hardens with waters and is dry at that time

I wasn't making a statement of fact, I wrote "...it SEEMS..."
A lot of the time when TV footage is shown of the dressing room during the wrapping process, the guys in suits don't seem (that word again!) to be paying too much attention.
Personally, I don't think Marg's gloves were loaded against Cotto.
Cotto's team didn't sound too sure of whether or not they had a team member present for the wrapping of Margarito's hands (on the recent HBO 24/7 show when it was discussed), whereas Marg's team were adamant that a Cotto representative WAS present. Also, a commission staff member WOULD have been overseeing things (I don't know how well-versed commission staff are, though, in the art of hand-wrapping: if Naazim Richardson hadn't spotted what was going on before the Mosley fight, it seems the commission rep would have let Margarito fight with loaded wraps).

Bandages on the hand of an unarmed combatant may not exceed one winding of surgeon’s adhesive tape, not over 1 1/2 inches wide, placed directly on the hand to protect the part of the hand near the wrist. The tape may cross the back of the hand twice, but may not extend within three-fourths of an inch of the knuckles when the hand is clenched to make a fist.
2. Each unarmed combatant shall use soft surgical bandage not over 2 inches wide, held in place by not more than 6 feet of surgeon’s adhesive tape for each hand. Up to one 15-yard roll of bandage may be used to complete the wrappings for each hand. Strips of tape may be used between the fingers to hold down the bandages.
3. Bandages must be adjusted in the dressing room in the presence of a representative of the Commission and both unarmed combatants. Either unarmed combatant may waive his privilege of witnessing the bandaging of his opponent’s hands.

Hold on, you can't drink coffee before a commissioned bout?
That's what I heard during the PAC vs Marg fight, when Marg was caught adding splenda (which Freddie thought was Hydroxycut) to his coffee, then Freddie was highly pissed.
Also according to them, the commission basically let Marg drink it in front of them.

There is someone from the commission there at all times. However sometimes the commission doesn't have such a keen eye for small things like boxing people(especially trainers) do. So they send people from the opposing team to go observe. It's completely optional though.
Nazim caught Margarito while his trainer was re-wrapping his hands. Nazim then checked the pad and it felt stiff. That's how he got caught.
That's what i'm trying to understand, Cotto says that Marg cheated in his fight, now wasn't someone from NSAC in there to watch Marg wrap his hands.
Even though we're not 100% sure that Marg cheated against Cotto, shouldn't their be some blame from Cotto's team against the NSAC for what they think happened.
