Manny would have to be dependent on landing his power punches if he could land his power punches as consistently and accurately as he landed on his last four opponents, then it'd be over quick. He has landed 1,096 power punches out of 2,308 power punches thrown in his last four fights. He averaged 23.0 power punches landed per rounds out of 48.1 power punches thrown per rounds.
But you have to take into consideration that none of those guys had the ability of limited Manny's best weapons like JMM has. Manny has averaged 9.0 power punches landed per rounds out of 22.4 power punches thrown per rounds in 24 rounds against JMM.
Ok let's go by your analogy, one example, Floyd and Manny both fought Mosley and both of them dominated Shane... But the big difference was in their power punches...
Floyd vs Mosley - Floyd's power punches landed 123, thrown 267 = 46%, Mosley's power punches landed 46, thrown 169 = 27%
Manny vs Mosley - Manny's power punches landed 177, thrown 353 = 50%, Mosley's power punches landed 22, thrown 80 = 28%
Mosley was a willing target when he fought Floyd, while with Manny he was in defence all the time plus the fact that Manny had cramps, anyway that's beside the point... What i'm driving at was, Manny will always have his punch output cut down by almost 40% when dealing with an elusive target, but his connect percentage doesn't suffer much specially with his power punches.... So Floyd a pot shotter lets' say connected an average of 20 power punches a round, while Manny let's say connected with 40, pretty much less than his 80-100 average per round, but still more than Floyd's output, and you have to think of the damage Manny's power punches will create....
But you have to take into consideration of the fact Floyd has the ability to neutralizing his opponents best weapons and limit their power punches land even whilst throwing fewer punches total punches. However, I do agree with some of the things you points out. At the end of the day, it's all about the styles differences. Different opponents, different strategies.
Then i remembered what Roach said before this recent statement.
The bold part basically indicate that Manny would throw around 55-60 punches per round, which wouldn't be enough since he'd need to throw his usual 80-100 punches per round to land 25-40 of punches like he did on Margarito and Cotto. I seriously don't see Manny averaging a total of 15 punches land per rounds against Floyd?

Didn't watch, but if Pac is ready than just take the tests and get it done. I'm not taking sides anymore, just make the fight or shut up. That goes for Pac and Floyd.
“I look at, I sit down and look at it, I study, study tapes and so forth. One guy averages 15 punches a round, one guy averages 85 punches a round. Can the 15 guy really beat the 85 guy?”

“It’s a complicated game plan I was beginning to put together. You look at the way Floyd fights. If you put pressure on him, on the ropes, he rolls and ducks, and counters and if you get too aggressive, he’ll walk you so cleverly onto a counter punch. He’s not the most offensive fighter, not the most entertaining fighter, but he is great at what he does.”
“Do we have to be ready for all of it ? Yes. It’s going to be a real, real, mental fight, and this is 100 per cent the biggest challenge Manny Pacquiao has ever faced.”
