team pac accusations for marquez

When team pacquiao accuses, or at least hints , that marquez's trainer is giving him PEDs ,and marquez of course is being tested by the commissions ,is this considered an admission or acknowledgment the commission's test are not enough and that a random blood testing is mandatory for the detection of any PEDs? if so , why so why does team pac keep saying :"let the commissions do thier work " when they are asked to take random blood testing ? isn't this an utter hypocrisy ? discuss........
