I don't think either guy is really interested in making the fight. Ive said this for a long time. If one guy REALLY wanted it done more than the other, he would have made some compromises. If Floyd wanted it he would have said "**** the tests! I'll whoop your ass anyway!" and if Pac really wanted it he would have said "I'll take the test just to get you in the ring." Its all a smokescreen for two guys who have no interest in fighting.
it will always be remembered that floyd is the one that placed a block/wall on the fight we all want to see

The "master of mind games" over extended with the OST demand. He can impose his conditions on guys like Ortiz but against another Cash Cow its a lot more difficult to do.
both are to blame but more of it should be on floyd.
pac follows the rules, floyd wants extra shiiit. pac doesn't want floyd's extra shiiit but has been consistently budging to the right direction.

never seen Floyd attempt and go out of his way to make a fight this was a public offer for the fight but obviously Arum wanted Jerry Jones Money and Manny does what he is told

"Throughout this whole process I have remained patient, but at this point I am thoroughly disgusted that Pacquiao and his representatives are trying to blame me for the fight not happening when clearly the blame is on them.

It has always been both, there were times the fight could have got made but both sides really didn't work hard enough to make the fight happen.
To me one side has to be seeking out the fight to actually be ducking and you would be hard pressed to point out that either side is really chasing that fight with Manny saying stuff like "I don't need Floyd" or Floyd saying "All roads lead to Mayweather", so sure both are at fault for the fight not coming off but I can't call it ducking.
They are both to blame but i do lean more so towards Pac. However i think while they both lose historically if it doesnt happen, Floyd will be remembered more harshly for it than Manny.
It's quite obvious both guys and/or their camp would prefer to make money elsewhere.
I'm not sure i would say they are ducking, but both sides seems to avoid the other.
