Well I've been a Directv customer for 3 years and I'm out of contract. Also my sister worked there and they go off of a heart system. Prior to her quitting, she bumped me up to 5 hearts (highest rating) so anytime I complain they go above and beyond to keep me as a customer.
It's all about buying a ton from them, having a high tier package and being with a company for a while. If your a new customer your sh1t outta luck, but if your outta contract, they will bend over backwards for you.

I've worked in a call center and it's possible.
Really depends on who you get, as some workers don't give a sh1t and have the mentality that it's not their personal money, so they issue out credits freely.
Also we have average handle times, so sometimes I just gave customers $40-$60 dollar credits just to get them off the phone so my boss wouldn't be trying to fire me for not having all my calls under 6 minutes.
