The better question is.... What if Floyd was very hurt from the headbutt (headbutt to the temple), did not know that time was in because because Cortez did not use any customary signaling, and Ortiz hits him immediately and knocks him out. I feel confident that people here would be outraged.

Have you not seen this? Cortez said "let's go" and brought his hands together in a "fight" motion. It was clear as day. He re-engaged the action.
moot point. Floyd would never have his hands down in the middle of a fight after the ref says "let's go!." He would also never apologize for a serious headbutt three times. If you noticed after the break, Floyd had his hands up, and Victor had his down.

It would be the same thing, why on earth does it matter who it is? It was a clean shot, not because of who did it but because of the rules of boxing, people who don't "like" what Floyd did just don't like the sport period. That's like saying you don't like a football team that does two point conversions...
