To answer the question of the OP, It's almost impossible to know.
The fact that there seems to be some hassle (on 24/7, in the news etc) to get Manny to fully commit to training at times makes me believe Floyd work slightly harder.
This could be 100% hype and false information, but at least It's a small indication.
With that said, they obviously both work harder than 99.99% of all other fighters. Thats why they are as good as they are.
I'm not a big believer on "god given abilities". Those abilities are probably just the result of working harder and just as importantly, doing better work than the competition.

Its impossible to say, but they both work extremely hard. Theres a reason why they both are unquestionably two of the best fighters in the world.

First of all Pacquiao's morning ab workout and 10m run is tougher than Floyd's entire training for the day.
Second of all Floyd has called his father a fagg0t and said that Pacquiao's mom makes sushi. That makes anything and everything hes ever said bullsh*t and he no longer has any credibility whatsoever.
Floyd has god given talent and he works harder than anybody else in the sport. Forget just the gym work he does, its the constant self-promotion, the character and alias he plays of 'Money' Mayweather.
Nobody can question the dedication and graft Floyd has put into his career and image, I, just like everyone else, wished he'd made a few better decisions in terms of his choice of opponent in the past
