Calzaghe lured big opponents to the UK to fight in his homeland.
Mayweather is big in the US, and doesn't need to travel to get his big paydays, and can force opponents to come to him.

You can not compare a one-off event to a sustained league. Or team sports to individual events. That is basic economic sense.
For example, you can have a one-off event (like the World Cup) in South Africa. It draws money into the country, etc.
Similarly, a one-off Pacquiao fight would be a big draw to the PI economy... or at least (if held regionally) provide greater opportunities for economic cooperation. Right?

Gino the USA mostly offers the biggest purse/money in professional sports. That's the reason why most professional athletes from all over the world try their luck in the states rather than their own region.
Pacquiao makes money in Asia as well but it's dwarfed by what he gets in the USA.
