To be perfectly honest. I don't think Roy is the best fighter, or the greatest fighter (of course not) of all time. But he may be the best athlete of all time, right up there with guys like Jordan or Karelin.
For sure one of the absolute best athletes ever, if not the best, in boxing.
RJJ in his prime was faster then damn near anybody, one of the most athletically gifted boxers who ever lived. Sadly once he lost that speed his lack of boxing ability left him wide open. Mayweather was incredibly fast too at 130 lbs though.
Mayweather right now, is probably the fastest fighter punch for punch, Pacquiao i would say is only slightly slower, but makes up for it in volume.
Mayweather will hit you with a punch before you see it coming, Pacquiao will hit you with 3 punches by the time you see the first one.

Imagine mayweather in the ring with some of the guys Roy fought. He would look like the flash. Both are very fast fighters, two different weight classes and extremely gifted athletes.

I don't think I've seen a faster fighter than Roy pound for pound to be honest, maybe Sugar Ray Leonard. Not questioning that Roy said this, but to the TS, do you have the audio for article in which he stated this?
There's no question about the speed of Roy Jones Jr., he's in a class by himself in that department. But his boxing style relied heavily on his reflexes to pull everything off with astonishing swiftness. He wasn't really all that good of a boxer, its more his speed allowed him to flagrantly disregard the orthodoxy of boxing's fundamentals. In many ways he created his own rules when he laced up a pair of gloves.
He was faster than Mayweather but not nearly as smart. Mayweather isn't just fast for the sake of being fast, he's quick and accurate. Roy would throw clusters of punches at his opponents, while Mayweather is much more economical with his. Speed that's disciplined trumps raw quickness eventually. Look at what happened to Roy when he slowed down, he didn't have enough defensive technique to keep himself out of harms way, so he just got pummeled.

I seem to remember roy getting ko'd a lot. Prior to that he was fast. But I don't know if he was faster than floyd. He's bigger so technically that would make him slower.
