And Mayweather says no he doesn't without even negotiating.

Mayweatherr just has to go into negotiation and if Pacquiao or Arum are saying they don't argee to the testing Floyd demanded, then he can tell the media about it.

I don't blame Pacquaio for that, that's on Mayweather. Mayweather should have not gone on vacation and I'm still puzzled to why he did.
But, either way, Arum had no intention of making Mayweather-Pac at that point. Pac-Margarito was alreayd pretty much decided before hand.
And, the fight would have already happened had Pacquaio not refused the drug testing. And that I blame Pacquaio for, and Pacquaio only.
Yet, his Trainer, promoter and Manager say 3 contrasting statments to that one.
And Pacqiuao has said things outside of negotiation and changed his mind when in negotiation before.

Manny Pacqiuao refused a simple drug testing procedure.
A simple procedure that now two people have no absolutely no issue with.
How can people still not understand what the issue is? The fight didn't happen because drug testing was declined. If it's a bluff, call it already.
