I could think of a few reasons. 1- Arum doesnt want to risk Cotto's 154lb title in the event he loses. 2- Cotto is not confident in himself and is looking for an advantage. 3- Cotto is still pissed at Margs and doesnt want to give him a title shot.
Personally i dont support any of that **** and hope this is just a rumor. From what we have seen from Cotto in his career i doubt this fight will be held at less than 154.
I read that is the weight being proposed for the rematch.
Cotto's last two fights were at 154. Margarito is at 154 now.

Mayorga is past his best, no one knows if Margarito is truly past his best.
And what about Yuri Foreman? 5'11", decent boxer with a solid resume. Cotto beat him at his own game before the injury. And let's not pretend Margarito is the only guy at 154 who walks around in the 170s. Would Cotto handicap them too? Whoever is proposing this (if its even true) is only doing it because they can. They know Margo would accept it. Its a big opportunity for him to prove the critics wrong. But handicapping a fighter when you've been in a division for the past two years cannot be justified.
And what about the Chavez Jr fight? Cotto was willing to do that, and Chavez is huge compared to him. That fight would have been at either 155 or 154. While that is a catch weight, its not a handicap because they fight in different divisions, and Team Chavez said they're fine with it. A handicap would be somewhere like 150-152. So why handicap Margo and not Chavez? Because they know Chavez would not accept that. He's still young and has a good 10 years ahead of him.

I don't care if he's fighting Wladimir Klitschko on two weeks notice. You put a handicap on a fight in a weight class that you've campaigned in for the past two years, either you or somebody on your team has confidence issues.
Cotto was pretty much backed into this fight. Let's not forget that a year ago he wanted absolutely nothing to do with a rematch. But at this point there's nothing left for him outside of Sergio Martinez, so obviously he'd take the bigger fight.

Makes sense. He's taller and has a bigger build than Cotto. I wouldn't make a big deal out of it if both parties agreed.
If its true, either somebody in Team Cotto, or Cotto himself is intimidated by his size. He already takes a big shot as it is, so at 154 his chin could be unstoppable.

IF it's true it's because Cotto is shook. He thinks he stands a better chance against a Margarito who isn't allowed to weigh in at the junior middleweight limit.
