Has there ever been an athlete that refused random blood testing?

I was wondering, has there ever been an athlete ever who has refused random blood testing when asked? I can't think of any, I'm sure there have been a few. Help me out Sammy Sosa once said "test me anytime". Rick riley said that he had a facility who was prepared to test Sammy right now, and SS refused.

Every other fighter in the world would take PBF's tests to get the pay day, and every other fighter in the world would fight Pac without needing tests to get the pay day.

there's a difference with wanting and actually doing it. he could have done it against abraham. all their fights in europe has ostd but ward didnt step up to do it but you said he's against it. He's definitely not against it because he wants it for his next fight. Also he still may have the frug testing, but he mentioned that the price was very high
