At heavyweight its between him and Louis. P4p I rank Langford, Greb, Robinson with Ali somewhere between 15 and 20 or so. Just to many other fighters in history who fought and beat better comp. Ali beat the best heavyweight comp, not the best overall comp.

At heavyweight: Yes. Some say Joe Louis, I'm taking Ali all day.
Including all divisions: No. He may not even be top 5 all time including all divisions, which sounds crazy but shows just how good some of the lower weight fighters were and how impressive their resumes are.

your argument FAILS. in this case Julio chavez jr. is greater then mayweather because if u were to glance at records it would seem so? no. the thing is when you watch jr. fight it's obvious that he's no where near close to mayweather (in terms of just watching a overall fighter) & when you actually dig deep into both guys resumes it's obvious that mayweather has taken on a much higher comp (in a better era of boxing) vs JCC jr.
you have to dig DEEP into these guys resumes & study the film to a TEE
(thats also a vital part of judging a fighters overall greatness)
you can't do that with greb. no one even knows grebs greatest wins.....watching a fighters MEMORABLE wins seals his greatness. robinson vs lomata (valintines massacre) ali vs foreman (thriller in M) (the way that he wins, was he battling heat exhaustion, were the odds against him, how did he win, was it a spectacular performance)

It's resume and accomplishments determine greatness. Skills and talent determine who's better.

greatest is inter milan in the 40's, greatest is real madrid win 5 champions league in the 60's, greatest is babe ruth, greatest is 2004 boxing day tsunami, greatest is ALI.

I wouldn't judge Greb in terms of skills nor would I match in a H2H match up. Because, I have never seen any footage.
But, in terms of greatness you judge that by resume and accomplishments. Don't really need visual evidence for that.

there will never be anyone in boxing that is "greater" than Ali. He may not have "technically" been the best fighter, but no one had the impact, fought the kind of fights, and resonated with the people like Ali.

Ali is one of the greatest EVER in any sport. and they took away 4 years of his prime. Imagine him dominating those 4 years, then he would probably rank over Robinson as ATG. He might have had the most title defenses of all time. but we will never know. but everything he did after those 4 years is still GREAT.
