Hatton, Cotto, Clottey, Floyd, Margarito and Mosley are out of the picture. They are true light middleweight, middleweight and super middleweight if we talk about old style rule "weigh-in then fight". Pacquiao all fights above the lightweight he weighed in 148 to the max even though he eats like a pig. He could easily weigh in at 147 (welterweight) though. Now in old style "weigh in the same day then fight" rule. Who has the higher chance of beating Pac considering he beat those light middleweight and middleweight easily and looks like stronger than them?

I was only questioning the "most" part. Because, as far as I knew he only weighed that much on fight night for Judah. However, for the official scale mostly all his WW fights he has weighed in at 146.
I think the Floyd in 2008 vs Pacquiao at welterweight the same day weigh in fight...Pac might be too strong for Floyd and has the higher chance of beating him but if they fight following the today standard rule. No doubt, Pac should fight the light middleweight/middleweight Floyd as welterweight if the truth to be told and the fight still can go either way. If they fight following the old rule, Floyd will want it at 154 or 160 and Pac has no way to ballon up to 154 and so the fight will not happen.

Floyd fought JMM on 9-19-09. Before then Floyd was coming into the ring even smaller then Pac. Most of his WW fights he was 146 in the ring.
Not only that but if you want to add credit to Pac then take away all his credit from the lower divisons when he was still coming it at 145 pounds for 130 pound fights.
Floyd was 138 in the ring against JLC at LW, he was 143 in the ring against Chop at 140, and he was 146 in the ring against Zab at WW. He's always been small until recently

Where is this "most" coming from? he came in at 146 unofficially once. And, that was against Judah. In what other WW fight did he come in at 146? Mitchell perhaps? Don't think so but not sure. In no other fight did he every step on the unofficial scale for you to say "most"
