If the testing can be done by WADA DCOs or any other WADA accredited DCOS, then why not.
USADA won't be happy because they will miss out on some money but who cares about that.
NSAC should do the testing, they could send there testers to get qualifed at WADA, plently of time for a March 2012 fight.
The commission have to be incharge of testing if you are going to have better testing in the sport.
And Mayweather still has not signed up to WADA testing program and need to be tested for 6 months till he can compete by WADA standards.
I guess the Olympic standards don't apply now.

If it is in the United States, WADA sends USADA representatives for the procedures. USADA then gives the samples to WADA approved labs. The results are then sent back to USADA.

WADA does have accredited DCOs, that are not USADAs, that can cary out the testing to WADA standard and send them to the WADA accredited labs.
