Since this is not the Olympics, will KFC accept if the PSC will take charge over the testing procedures? Philippine SPorts Commission is a member of the National Anti-Doping Organization (NADO), they can send the samples to a WADA accredited Lab.

It's f****in hilarious, you FLOMOS should all be glad that WADA itself is gonna supervise the OSDT on both camps!!! Coz in reality if it's the other way around, USADA will only have jurisdiction solely over Floyd's OSDT, while Manny will be handled by PSC while he's still training in PI, and you all will pronounced cheating by then... So now it is better that only one independent international neutral anti-doping agency is gonna handle the job for both fighters.. This is much much BETTER!!!!

Besides, Manny only trains 2-4 weeks in the Philippines and trains the rest of the 4-6 weeks in the United States. Having another party involved would just make this complicated.

there is nothing wrong with USADA, we all know WADA allocates work and dont have a infrastructure like USADA.

I think it would be more complicated to have the USADA people fly to the Philippines to test Manny, then to use the National - WADA certified - Anti-Doping Organization. It's not like collecting samples is something new to either organization... One hour in a car or whatever, makes more sense then 8000 miles in a plane to me. Alot cheaper as well.

Let's say Usain Bolt chooses to only compete one time next year (hypothetical, obviously he'll do the Olympics in London and other events), in Tokyo, but train the entire year on Jamaica. Are you telling me that the NADO in Japan will handle all his tests during that year? That would make no sense what so ever, and render WADA pretty much useless.
This would mean that they don't trust all of their NADO's, like Japan's in this example, or are the least effective organization in the world.

America can't even convict murderers, like they can properly do steroid testings without something shady going down. They could mess with the needles so one fighter feels weaker than the other, they could fail one of the fighters if someone is paying them off.
