Test Floyd in the Phillippines, test Manny in the US

You guys are missing the point, the point being why arum wants a neutral party to do the testing i.e. one that neither Floyd or Manny has suggested. If it gets the fight done, then why not? He had no problem whatsoever with them when the fight was close to happening before. He's throwing up smoke screens man. The world's highest profile boxer getting a positive test for PED use would definately create more demand for OSDT in boxing and until the commissions implement such a thing USADA would likely be called on to do it and they'd stand to make a fortune charging an excessive 50-100K for 6-8 weeks testing. So the testing organisation would contaminate the biggest fight in history just to boxing can adopt OSDT? And who cares what they charge or make for their services? You make no sense whatsoever.

How would you feel about Floyd being tested by a Philippine WADA approved testing agency while Pacquiao is tested by the WADA approved USADA? Seems fair to me, then we know neither guy is getting any home cooking advantages. The Philippines does not have a laboratory. True Story.
