Why has Floyd ducked Pacquiao?

Mayweather announce he intends to fight Victor Ortiz, some are getting excited by this but why didn't try to fight Pacquiao. The excuse was before is that Floyd had legal problems, taking a vacation and blood tests. But seeing as this proposed fight is in September, Floyd has been planning this fight for a while now. So why hasn't Floyd tried to get the Pacquiao fight? Seem like he will never even try for this fight. Ortiz's style is made for Mayweather, no doubt Mayweather seen this first hand in the Berto vs Ortiz fight, and felt like taking a relatively easy fight rather than taking on the p4p number one. Ortiz is an aggressive, big puncher, but lack experience and guile. Leaves him self open for that straight counter right, which Berto put him down, and caught him with more than a few time and what Floyd uses a lot. Floyd on points. This move by Mayweather basically says the Pacquiao fight will never happen.

On second thought, Ortiz/May would bring in another millions of dollars in Floyd's bank account. After this fight Floyd would take another two long years of vacation time. He may even retire after this fight. Pac/May will never happen.

why has arum used floyds name to excuse the fact mannys when matched with garbage since the cotto fight???before every fight 2 things happen 1-he already has another fighter on the decline lined up for manny 2-he claimes to have offered floyd some extrmeme amount of money get your head outta yo ass..manny needs to leave arum cause he wants nothing to do with floyd
