If you take out Clottey (the only one of the fights of either guy that didn't have a 24/7 or fight camp) then Pac's average is 1.14 million buys.
Pacquiao also holds the distinction of being the only fighter in History to record 4 straight years of at least 1 million PPV buys. All this despite the fact that he is not even American or can claim English as his first language.

It's because PAC fights actual opponents.
While, Floyd fights his wife and children.
PAC is a global icon. Floyd is not. No matter what you think, no matter how much you think this is unfair, no matter how much you piss and moan, it doesn't change that this is true.

The reason it didnt sell more was because it was a crap fight and most boxing fans knew that. It still did 1.25 which is good, but the reason it probably didn't do as well as Floyd Mosley was because Mosley was considered a live opponent too.
Pacquiao gets the press, firstly because he's appealing and secondly because he's active.
Floyd gets the numbers, because he's American, obviously.
I don't get why this argument is 'valid' when talking about Pac and PBF. If someone was to ask why Haye gets bigger PPV numbers in the UK than Wlad, is it really not that obvious?
I don't disagree Floyd should get more of the PPV split if they were to fight, if he is getting the higher numbers. But for people to asking why he's getting bigger numbers in his own country, really shouldn't need asking.

Actually, Manny gets way more because......he doesn't fight just 3 times in say 5 years.
So what's more attractive to everyone concerned with money? Floyd pulling 1.3 mil once every few years, or Manny pulling 1.3 mil twice a year or more?
