Because he CAN'T fight at 154. He couldn't physically handle Margarito at 150. He couldn't handle an easy fight against Margarito, think about that. He said he would never fight again at 154 before Martinez beat Williams. Pacquiao is not a junior middleweight. His title there was a fraud. Why can't you people just accept that and let the dude stay at welterweight?
