The boxing champion is joining with the Catholic Church in the fight to bring down the legislation.
"God said, 'Go out and multiply.' He did not say, just have two or three kids," Pacquiao said.
Edcel Lagman, the minority leader of the house, jokingly told Pacquiao that he was "ready to rumble."
The 32-year-old Pacquiao was elected in 2010 and has mixed politics with winning fights. Just recently he defended his reputation against Shane Mosley.
He has found his political footing a little trickier but he has also come out swinging in his second profession.
"It's sinful to use condoms and commit abortion," he said and when questioned about overpopulation said "my parents were poor... they had four children, it was very difficult but we persevered."

About 80 per cent of Filipinos are Catholic, a legacy of the country's Spanish colonial past, and they look to the church for political as well as moral guidance. Two former presidents, the dictator Ferdinand Marcos and Joseph Estrada, were forced out of office by "people power" revolutions backed by religious leaders. Mr Aquino's late mother, Cory, another former president, was bolstered by the church's support.
Advocates of improved education and condom provision point to the rapidly growing population, which has doubled to 94 million in the past 30 years, and to the fact many people live in grinding poverty. While the HIV infection rate is low compared with other Asian countries, public health officials say tougher measures to prevent the spread of the disease are needed.
With abortion still illegal in the Philippines, 560,000 women visit backstreet clinics annually, according to a report by the New York-based Centre for Reproductive Rights. Of them, an estimated 90,000 experience complications, and 1,000 women die every year.
The church advocates abstinence and the bishops have called for condoms to carry warning labels, saying they create a false sense of security and encourage promiscuity.

I think forcing people who think using condoms is sinful to pay for their endorsement and distribution is a bigger sin.
Haven't seen any statements where he says he'd remove them from store shelves, or he'd imprison those who distribute them.
He's debating specific legislation which has nothing to do a ban/legalization of condoms, it has everything to do with government endorsement/distribution.
I don't agree with the legislation, but not for the reasons Manny doesn't.

Opposing legislation in which government distributes and promotes birth control does not equate to banning it. Is there any statement anywhere where Pac has said "I support a government ban of condoms"?
