Garcia and Armstrong met twice. That's why I'm making comparison.

Garcia vs Armstrong = Armstrong WINNER
Pacquiao vs Martinez = Pacquiao WINNER (too big a weight drop for Martinez)
Middlweight
Garcia vs Armstrong = DRAW (Controversial)
Their second fight is a lot like the 2nd fight of Pacquiao vs Marquez. Some thought Ceferino won because judge was biased of Armstrong being American, while others though Henry really did enough to win.
I personally think Ceferino won. This is just an opinion, and you can disagree of course.

he won't fight for the MW championship it would be at a catch weight of 150-154 but Pacquiao would definitely go up on my list.. if he beat him or at least made it competitive

Pac has moved up enough now. He is 5ft6 and moved up from flyweight. SRL fought Hagler who was shorter and SRL is supposedly the business because of it. SRL was 5ft10 so moving to middleweight is hardly a huge step is it?
Not to mention SRL got Hagler when Hagler was showing shop worn signs, whereas Martinez seems to be at his peak.
