Serious Question: Why did Floyd ask Pac for OST

As long as both fighters submit to it, then there shouldn't be a problem. The real question is, why was it such a big issue? The issue is that Manny Pacquiao was accused of being PED's even before they asked him to take OsT. That's not how things get done. How about just asking him nicely and not accusing him of anything? The blood tests would have shown if he was on something or not.
